Abstract
This paper aims to propose a conceptual framework to study the relationship between human capital and organizational innovation from Malaysian Public Universities stand point East Coast of Malaysia. The Knowledge Management was added to this research to represent the mediating factor. Apparently the framework suggests that human capital has positively effects organizational innovation of the company. Considering knowledge management as the medium within the relationship, the mediating effect of it is to be investigated. From the review of literatures, hypotheses were developed to suggest the relationship between the human capital, knowledge management and organizational innovation by choosing Malaysian public universities in East Coast of Malaysia as the research sample. In this study, we will be using qualitative methods to collect primary data from management members in faculties of this three Malaysian Public Universities in East Coast of Malaysia. The findings of this research are expected to recommend the framework of organizational innovation in Malaysian Public Universities.
