Abstract

During the time of crises, multiple organisations like the United Nations, agencies, NGOs, private companies, local authorities and the military rush to provide relief to the affected area. Organisations, present at the scene of the disaster, aim to provide solutions to a specific problem depending on their core competencies, but their way of handling the problem may differ from the government’s perspective and often vary from the international community’s perspective. They might end up draining their resources when applying solutions to a specific issue due to their failure to collaborate with each other and the lack of efficiency. This research aims to explore a Multi-Functional Approach (MFA) framework for risk communication management of public preparedness sustainability in Malaysia. The main research objective encapsulates the core of the study; to investigate a Multi-Functional Approach (MFA) Framework for risk communication which is designed to optimize the outcome of public preparedness sustainability efforts. This study employed three phases of research methodology. In data analysis, a multiple regression is used to measure key concepts of the best practices model in risk communication to straighten public preparedness in Malaysia. The study is based on interviews with individuals representing different types of organisations that have connections to coordination avenues. A thematic analysis approach is used to apply theories to the empirics. Data are collected using qualitative analyses such as interviews and document analysis. The main finding of the study is that public preparedness and the matter of strengthening it has to be discussed on a political level in order to set clear responsibility (public – municipality – state) frameworks in place.
